[ cipher_decrypt ]
Method
[Cipher_Decrypt] decrypts data using a specified cipher.
Requires three parameters:
- the data to be decrypted,
- a -Cipher parameter specifying the algorithm to use,
- a -Key parameter.
Some algorithms also accept an optional -Seed parameter.
